With reference to your letter No.53666/38 dated
3 November, 1938, I enclose a short note. I felt it in-
advisable to make the point directly, but it will doubtless
be understood, that if there is to be any attempt at
economic forestry in Hong Kong it would be essential to
employ a trained forest officer. The present Department
has without doubt done excellent work in its own line, but
there is no indication in the annual report that forestry
has ever been envisaged as an activity that should pay its
way.
